| 中文摘要:为响应国家全面建成世界一流港口、形成若干个世界级港口群的目标，对港口群应对气候变化风险的协同运作机制展开研究。从港口气候变化风险源、港口气候变化风险与适应性对策评估、港口群应对气候变化的适应性规划等三个维度进行全面概述，揭示气候变化与港口发展的内在关系，为港口群提供从“气候风险识别”“适应性策略选择”“适应性策略实施、监控和评估”到“适应性规划经验分享”等4个阶段的气候变化适应性方案。结果表明，交通运输部门制定港口气候变化风险评估与对策指南并建立有效的区域港口群协同运作机制至关重要。研究成果可为港口群应对气候变化的安全管理、风险评估、投资规划、环境政策制定和其他相关研究提供参考。 |

| Coordinated operation mechanism of a new type of port cluster facing climate change risk |

| Abstract:In response to the goal of fully building world class ports and forming several world class port clusters in China, the coordinated operation mechanism of port clusters facing climate change risk is studied. Through a comprehensive review on the three dimensions, including the source of port climate change risk, the evaluation of port climate change risk and adaptive countermeasure, and the adaptive planning for port cluster facing climate change, the relation between climate change and port development is revealed. This paper provides port clusters with a four stage climate change adaptation scheme from “climate risk identification”, “adaptive strategy selection”, “adaptive strategy implementation, monitoring and evaluation” to “adaptive planning experience sharing”. The results show that it is vital for transport departments to formulate the guidelines in climate change risk evaluation and countermeasure, and establish the effective coordinated operation mechanism for port clusters. The research results can provide reference for safety management, risk evaluation, investment planning, environmental policy formulation and other related research in port clusters facing climate change. |
